Get an Independent Expert Review of Your IGP Grant Application
Before you submit to AusIndustry, have a former registered IGP Adviser independently review your Industry Growth Program application and project plan — so you go in with the strongest possible case for funding.
IGP grant applications are harder to get right than they look
The Industry Growth Program has specific structural requirements, ESC scope limitations, and merit criteria that catch out even well-prepared applicants. From the inside, the same critical issues come up again and again:
- →ESC project plans exceeding the 24-month maximum — a straightforward disqualifier
- →Language implying commercial scale (national rollout, first sales) rather than validation (TRL 3–6)
- →Missing quantified market models — assessors require TAM/SAM/SOM and ROI forecasts under Criterion 1
- →Non-compliant co-contribution — including state or federal government grants as matched funding
- →No in-kind contributions for C&G — the C&G stream requires cash-only co-contribution
- →Absent competitor analysis — the most consistently underdeveloped section in applications
- →Weak supporting evidence of market pull — no letters of support, LOIs, or pilot commitments
- →Misaligned milestones between the application form, project plan, and budget
- →Missing required project plan components — commercialisation plan, operational plan, risk register
"After more than ten years consulting to Australian manufacturers, I spent two years as a registered IGP Adviser — working directly within the AusIndustry framework with innovative SMEs through the Advisory Service and the grant application process. When I stepped back from the Adviser role, other advisers started reaching out asking if I could review their clients' applications before submission. They'd seen the same patterns I had — strong underlying projects let down by fixable gaps in how the application was structured or written. So I formalised that into a dedicated review service."
The Cyndeo IGP review is grounded in firsthand program experience — not generic grant advice. Having assessed and guided applications through both the Advisory Service and the grant application process, the review covers the things assessors actually look for, and the things that actually cause strong applications to fall short.
Sectors supported include agri-tech, advanced manufacturing, medtech, defence, clean energy, and enabling technologies — all NRF priority areas under the Industry Growth Program.
— Paul Mason, Cyndeo Pty Ltd · Former registered IGP AdviserTwo IGP grant streams — different requirements, different review scope
The ESC and C&G streams have distinct eligibility rules, assessment criteria, project plan requirements, and co-contribution rules. The review is scoped to the specific stream you're applying for.
Both streams require: Australian IGP Advisory Service report (IGPAS) · ABN + GST registration · turnover < $20M/year (3-year average) · IP ownership or access · accountant declaration · private cash co-contribution (no government grants as matched funding)
A thorough, independent review. Clear, actionable advice.
Every review is grounded in the IGP ESC and C&G guidelines and assessed against the merit criteria AusIndustry assessors actually use — covering all assessment criteria for your specific stream.
IGP Application Review
Comprehensive written review of your grant application — covering program fit, ESC/C&G scope alignment, TRL progression, NRF priority area alignment, market case, and merit criterion scoring potential for your stream.
Project Plan Review
Reviewed alongside the application — checking milestone alignment, project duration compliance, budget structure, co-contribution compliance, and all required plan components (governance, risk register, and for C&G: commercialisation plan, operational plan).
Prioritised Action Plan
Clear strengths, identified gaps, and a numbered priority action list ranked by their impact on your IGP funding probability — so you know exactly what to work on first.
Second Follow-Up Review
Included in the price. After you revise based on the first report, we review the updated version — sanity-checking changes and suggesting final refinements before you submit to AusIndustry.
Written Report
Delivered as a structured written report — strengths, gaps table, and numbered recommendations. A practical working document you can use directly in your revision process.
Confidentiality Agreement Included
A simple 3-page service and confidentiality agreement is sent with every engagement — so your application IP and commercially sensitive content is protected from the moment you share it.

Frequently asked questions
What is an IGP grant application review and why do I need one?
An IGP grant application review is an independent expert assessment of your Industry Growth Program application and project plan before you submit to AusIndustry (Department of Industry, Science and Resources). It assesses your materials against the published ESC or C&G merit criteria and identifies gaps, compliance issues, and areas to strengthen. Most applicants only discover critical problems after rejection — a pre-submission review from someone who has worked inside the program as a registered IGP Adviser lets you find and fix those issues first.
What are the key differences between the IGP ESC and C&G grant streams?
The ESC stream supports TRL 3–6 projects (feasibility through to early prototyping in simulated environments), with grants of $50,000–$250,000, a 10-page project plan, 2 assessment criteria, and allows up to 10% in-kind co-contribution. The C&G stream supports TRL 4–9 projects (prototyping through to market readiness in commercially intended environments), with grants of $100,000–$5,000,000, a 20-page project plan that must include a commercialisation plan and operational plan, 4 assessment criteria, and requires cash-only co-contribution. Both streams require a mandatory IGP Advisory Service report (IGPAS number), an accountant declaration, an IP strategy, and private co-contribution — no government grants can be used as matched funding.
What are the IGP assessment criteria and how are they weighted?
For the ESC stream, there are two criteria: Criterion 1 — Alignment with grant objectives and outcomes (40 points), and Criterion 2 — Capacity, capability, and resources (60 points). For the C&G stream, there are four criteria: Criterion 1 — Alignment with grant objectives and outcomes (20 points), Criterion 2 — Capacity, capability, and resources (40 points), Criterion 3 — Market opportunity (20 points), and Criterion 4 — Benefits to be provided by the grant (20 points). In both streams, applications must score at least 50% against each individual criterion to be eligible for funding — a weak score on any single criterion can disqualify an otherwise strong application.
Is this the same as the AusIndustry IGP Adviser service?
No. The registered IGP Adviser assigned to you through AusIndustry is part of the mandatory advisory pathway — you need their report (your IGPAS number) before you can submit a grant application through the business.gov.au portal. This Cyndeo review is a separate, independent service — it's a second expert opinion on your application and project plan from someone who has been on the inside of that same program. Many applicants engage both: their IGP Adviser for the advisory process and application development, and this service for an independent pre-submission check.
What are the most common reasons IGP grant applications fail?
The most consistently identified issues are: ESC project plans exceeding the 24-month maximum; commercial-scale language (national rollout, first sales) in applications that should be focused on validation; missing quantified market evidence (TAM/SAM/SOM, revenue forecast, ROI) under Criterion 1/3; absent or superficial competitor analysis; non-compliant co-contribution (including government grants as matched funding, or in-kind contributions in a C&G application); inconsistencies between the application narrative, project plan milestones, and budget figures; missing required project plan components such as the commercialisation plan (C&G) or risk register; and limited letters of support or market evidence to substantiate demand claims.
When should I engage a grant application review?
Ideally when you have a solid draft — complete enough that the core structure, narrative, and project plan are in place, with at least 2–3 weeks before your intended submission date. This allows time to receive the first review, make revisions, and complete the second follow-up review before submitting. Since the IGP is an open, continuous program (not a fixed-deadline round), there's generally flexibility — but don't wait until the week before you want to submit.
How long does the review take?
The first review report is typically delivered within 3–5 business days of receiving your signed agreement, payment, and materials. The second follow-up review is usually 2–3 business days. If you have a specific target submission date, mention it when you get in touch and we'll confirm whether it's achievable.
Is the confidentiality agreement included?
Yes — a simple 3-page service and confidentiality agreement is issued with every engagement before you share any materials. It protects your application content, IP, and commercially sensitive information. Your materials are not shared with any third party, including AusIndustry. A mutual NDA can be arranged if your organisation requires a different format.
